The terrorist group Jaish-e-Mohammed, which is located in Pakistan and has been classified as a terrorist organization by the UN, India, and a number of other nations, was responsible for the attack.

A suicide bomber crashed an explosives-laden vehicle into one of the buses carrying a convoy of more than 2,500 Central Reserve Police Force (CRPF) officers traveling in about 78 vehicles along the Srinagar-Jammu National Highway. Forty CRPF members were killed and numerous more were injured in the incident.
